Standing Firm Against Large-Scale HMOs in Padiham

Hapton with Park Councillor Jamie McGowan has strongly opposed the spread of large “mega-HMOs”, warning they damage the character of local streets and put extra pressure on community services.
A controversial application to turn 14 Mill Street in Padiham (opposite Molly Rigbys) into a 23-bed single-occupancy HMO caused real concern among residents. The proposal was later rejected by Burnley Borough Council’s Planning Committee.
Cllr McGowan, who has fought against oversized HMOs for several years, welcomed the decision and set out his clear stance:
“We don’t need a bedsit on every street,” said Jamie. “That’s why I fought the one on Mill Street. Whether it’s unsuitable development or housing for illegal migrants, I am standing firm. Our area should not become a dumping ground for large-scale accommodation.”
Jamie acknowledged the genuine worries many residents have about housing and immigration, especially as his own mother lives just three doors from a similar HMO.
He stressed the need to focus on facts and proper planning objections:
“I completely understand why people are worried — concerns about illegal immigration are valid. But the best way to influence these decisions is through strong objections based on the size and impact of the development.”
Jamie added: “I’m against HMOs on this scale and against the housing of illegal migrants in them. I will continue to object when proposals like this come forward.”
He believes the rise in large HMOs is often a symptom of deeper problems, particularly when so many local families cannot afford proper homes.
The rejection of the 23-bed application was a clear win for residents who made their voices heard.
