Calls for Common-Sense Approach to Deliver Long-Awaited Upgrades to Fennyfold Changing Rooms

Councillor Jamie McGowan, Conservative representative for Hapton with Park, is pushing for a practical, action-focused approach to finally deliver meaningful upgrades to the long-neglected Fennyfold Changing Rooms – a much needed facility for local grassroots football teams.
Following years of inactivity despite a designated £100,000 S106 funding pot, Cllr McGowan has urged council officers to pivot towards a phased delivery model that prioritises essential works now, rather than waiting for uncertain Football Foundation (FF) match-funding which may never materialise.
"After meeting with Padiham Juniors FC and seeing the state of the facility first-hand, it's clear that immediate improvements are possible," said Cllr McGowan.
"Basic upgrades like working showers, toilets, and a watertight roof would dramatically improve the experience for players, coaches and parents - and we can do this within budget."

Crucially, McGowan insists any scheme should be tendered in a way that breaks down costings per element, allowing the council to prioritise core components and deliver visible improvements this year - even if external Football Foundation funding is delayed or denied.
“This is about using public money to deliver tangible results now, not just paper plans,” McGowan added.
“The community has waited years to see progress. Let’s not delay further by putting all our hopes into an external fund that might not come through.”
